Unfortunately you cannot deduct extraterritorial costs in your income tax return.
If your employer is unwilling to grant you a reimbursement for (certain) extraterritorial costs, perhaps
your employer is willing to exchange part of your taxable (increased) salary for tax free reimbursements.
